Law of Offices, Delegation, and Service

Section 1. Office creation

An office must be established by Constitution, Principal Law, charter, or Crown Act.

Section 2. Appointment record

An appointment shall state the office, holder, authority, acceptance, start date, term if any, powers, duties, access, reporting line, conflicts, and removal conditions.

Section 3. Scope of power

An officer possesses only the authority granted by higher law and the appointment. Prestige, closeness to the Crown, technical access, or prior service does not enlarge power.

Section 4. Duty of candor

An officer owes the Crown truthful reporting, including bad news, uncertainty, disagreement, inability, security concerns, and evidence of error.

Section 5. Refusal

An officer shall refuse an order that is unlawful, outside authority, dependent upon false status, materially unsafe, or destructive of protected continuity. The refusal shall identify the reason and request review.

Section 6. Delegation

Delegation must be written when it affects private access, public authority, finance, records, discipline, or a continuing duty. A delegate may not redelegate unless authorized.

Section 7. Conflict and recusal

An officer with a material conflict shall disclose it and recuse unless the Crown records a reasoned finding that the officer may continue.

Section 8. Suspension and removal

The Crown may suspend access immediately when necessary for security or continuity. Final removal should state its authority, reason, effective date, custody duties, and status of pending work.

Section 9. Handover

Departing officers shall return credentials, records, property, access, and works held for the Kingdom. Copies may be retained only when lawfully authorized.

Section 10. Collaborators

A collaborator may be credited for work without being treated as an officer, subject, member, or citizen.
